SUMMARY: The Controller provides oversight for accounting and financial reporting while assuring financial internal controls are in place to ensure adherence with GAAP, compliance with all applicable Federal, State and University policies and procedures. The Controller will oversee the accounting/financial activities of the University, including accounting, financial reporting, state reporting, student accounts, accounts payable and payroll and reports to the Vice President for Finance and Administration/CFO.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Develop and maintain systems of internal accounting controls to ensure financial information is reliable for external and internal reporting purposes.

Maintain and update, as needed, CMU’s Fiscal Rules and other procedures to protect assets and ensure transactions are executed in compliance with laws, regulations and best practices.

Maintain Banner (CMU’s accounting system) chart of accounts.

Supervise and coordinate monthly closing procedures.

Prepare annual financial statements and required supplementary information in accordance with GAAP, including supporting notes/exhibits and State of Colorado ACFR footnote disclosures.

Remain current on and implement, as needed, GASB accounting pronouncements.

Periodically feed financial information to CORE (the State of CO accounting system).

Regularly reconcile bank statements, subsidiary accounts and other external records.

Coordinate CMU’s annual financial statement audit.

Review and approve CMU contracts as designated by the State Controller in compliance with Fiscal Rules and Regulations.

Cooperatively work with other departments to develop and implement accounting system (Banner) functionality, including integration of other third-party vendor systems.

Oversee payroll to ensure accurate and timely payroll consistent with state and federal laws and regulations.

Oversee student accounts to ensure accurate and timely student billing and collections.

Jointly, with the VP for Facilities of Capital Planning, oversee accounts payable which is within the combined Office of Purchasing and Payables.

Oversee and prepare bond post-issuance compliance.

Serve as contact for all accounting matters for CMU to manage the interaction with private entities, students and parents, other state agencies and entities to resolve problems and complaints.

Represent Colorado Mesa University on the Higher Education Fiscal Advisory Committee.

Continuously evaluate accounting and financial processes for efficiency and effectiveness improvements both within and across departments/units.

Develops and implements short and long-range departmental goals consistent with University strategic directions and senior management direction.

SUPERVISORY RESPONSIBILITIES The position reports to the Vice President for Finance and Administration. This position directly supervises the Director of Student Accounts, Payroll Manager, Accounts Payable Manager CMU’s Fiscal Analyst, and other Business Office and Controller staff, where appropriate.

EDUCATION and/or EXPERIENCE:

Required:

Accounting bachelor’s degree from an accredited college or university.
CPA certificate. Employer may consider certification attainment within a minimally reasonable period of time after employment.
Proven experience related to the position duties.
Knowledge and understanding of GAAP, GAAS, FASB and GASB.
Demonstrated record of change management across multiple complex units and operations.
Demonstrated ability to communicate effectively, especially on complex financial matters.
Ability to interpret, apply and effectively communicate regulations, policies and procedures.
Proven staff development and mentorship experience.

Preferred:

Experience with or knowledge of governmental or fund accounting.
Audit experience.
Experience with SCT Banner or similar enterprise resource system.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures and governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to apply accounting models and mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to accounting situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form, to interpret an extensive variety of legal and regulatory documents and deal with several abstract and concrete variables.
